Adds a CI workflow with four jobs: build (plus
go mod tidy -diff),go test -race, golangci-lint v2.14, and govulncheck. It runs on PRs, on pushes to master, and weekly so new advisories surface.CI uses the latest Go 1.26.x patch: golangci-lint v2.14 is built with Go 1.26 and can't load Go 1.27 code.
Also adds
.golangci.ymland fixes the lint findings on master. The deprecated gRPC balancer calls get targetednolintcomments because the wrapper has to forward them.govulncheck still flags grpc v1.81.1 (GO-2026-6443, GO-2026-6348, GO-2026-6061) until the dependency bump on
chore/update-deps-and-toolchainlands.
