Replace the broad pytest-rerunfailures<16.0 development dependency cap with pytest-rerunfailures!=16.0. This permits patched and current releases while continuing to exclude the release that caused the distributed-test crash in #528.

The upstream changelog records that 16.0.1 reverted the error-report attributes responsible for the xdist incompatibility. An isolated probe using this project's pytest-cases provider rigs reproduces the exact can't serialize ExceptionInfo internal error with 16.0. The same probe passes with 16.0.1, 16.7 and the previously allowed 15.1: each completes 20 tests and 20 intentional reruns, covering both setup and call failures across all ten rigs. The temporary validation probe is not included in the commit.

Validation on Windows/Python 3.11:

• Full mocked/local suite with pytest-rerunfailures 16.7: 2,165 passed, 127 skipped.
• Full requirements resolution constrained to 16.7 fails before this change and succeeds after it. Resolution also succeeds for target Python 3.10 and 3.15; these are resolution checks, not runtime test runs.
• Black, flake8, mypy on 31 source files, source/wheel builds, MkDocs and git diff --check pass. Existing documentation link warnings remain.
• Codex reviewed the supplied diff and compatibility evidence and found no actionable defects.
• Plugin versions were installed into separate target directories; the shared development environment was not upgraded. No runtime dependency or library code changes.
• Live cloud backends were not tested locally. Upstream fork CI may require maintainer approval.
