The edera/6.18-lts copy of #50.

Approving a rebase pull request starts no land run when GitHub cannot compute its merge ref, which happens whenever the rebase conflicts with the tree it replaces (#48 on edera/mainline was mergeable_state: dirty and had to be landed by hand).

rebase-land.yml now also takes workflow_dispatch with a pr input:

gh workflow run rebase-land.yml --ref edera/6.18-lts -f pr=<N>

Run that way, it reads the head, branch and base from the pull request and requires an open rebase/edera-6.18-lts/... branch from this repository into edera/6.18-lts. The approver is the most recent approval of the current head from a reviewer whose latest review is still an approval; a later change request or dismissal cancels it. The write-access check, the tip check, the backup and the leased push are unchanged. The concurrency group is now fixed to push-edera/6.18-lts, since a dispatch carries no pull request.

The file is #50's with the tree names swapped, plus this copy's existing note that edera/mainline has its own. Checked: the workflow parses and the Land script passes bash -n. Not yet run in Actions.

GitHub starts no workflow for a review of a pull request it cannot
compute a merge ref for, and a rebase often conflicts with the tree it
replaces: approving edera/mainline's #48 started nothing, and it had to
be landed by hand.

The land workflow can now also be run with a pull request number. It
then reads the head, branch and base from the pull request, requires
the same rebase/edera-6.18-lts/... branch into edera/6.18-lts, and
lands on the most recent approval of the current head from a reviewer
whose latest review is still an approval. Everything after that, the
write-access check, the tip check, the backup and the leased push, is
unchanged.
