Advances the exact 31 uploaded development assets from uploading to verified after the independent D3 PASS/0 release audit.
The catalog transition itself is state-only. The accompanying synthetic cohort-count assertion is made transition-stable so the same invariant covers uploading, verified, and published without weakening review-base transition validation.
Focused validation passed: catalog entries=97 and three catalog/state/resolution tests. Stable index remains byte-identical and the 31 additions remain hidden. No release mutation or payload read-back occurs.
