Moves the bundled aws-lc from 5.7.0 to 5.11.0 (fa9bc8d6f7cfb2cf849b247fb06bbbfc41ecc9d6), the exact aws-lc that aws-lc-sys 0.46.0 vendors. aws-lc-rs 1.18.2 requires that crate, and Elide's runtime, its ACCP fork and this bundle must carry the same aws-lc release (ACCP links the bundle's unprefixed libcrypto). Bumps TOOLCHAIN_VERSION to 2026.10.2.

Changes

  • aws-lc submodule: 02561621 (v5.7.0) → fa9bc8d6 (v5.11.0).
  • versions.env: AWS_LC_REV / AWS_LC_VERSION=5.11.0; the hold comment now names aws-lc-sys 0.46.0.
  • scripts/bump-submodules.sh: the aws-lc hold moves from v5\.7\.0 to v5\.11\.0.

5.11.0 is the release the bundle carried before 60a8a0a held it back to 5.7.0, so no build or patch changes are expected.

No release, tag or upload is part of this PR.

aws-lc-rs 1.18.2 requires aws-lc-sys 0.46.0, which vendors aws-lc v5.11.0 (fa9bc8d). Moves the
submodule and the bump-submodules.sh hold back to v5.11.0 so the bundle's libcrypto, the crate
and ACCP stay on one release, and bumps TOOLCHAIN_VERSION to 2026.10.2.
