Overview
Updates locked mox from 1.2.0 to 1.3.0 (with nimble_ownership 1.0.0 → 1.0.2 in mix.lock).

In mint_test.exs, recv_until_response no longer assumes Mint.HTTP.recv always returns {:ok, ...}. It now treats {:error, _, %Mint.TransportError{reason: :timeout}, []} like a retryable poll (same as exhausting attempts without a match), so HTTP/2 integration tests can keep waiting for push promises and reset responses under slow CI.
