…xchange Rate Oracle Cache Track quote-cache load outcomes and expose a rolling health snapshot so operators can alert on internal errors, timeouts, and stale lookups.
…Exchange Rate Oracle Cache Retry transient Horizon quote failures inside the single-flight loader so a burst shares one backoff loop and deterministic errors are not retried.
