Consolidate validated EAAEF and PGIR worktree checkpoints

Consolidates committed, conflict-free checkpoints recovered from stale worktrees while preserving dirty and still-active campaign state.

Included:

• EAAEF guarded CASF bootstrap owner seam and patch-equivalent test-modernization ancestry
• PGIR successor checkpoint and its already-landed datasets dependency pointer

Local validation:

• exact documentation-gates workflow: pass
• EAAEF affected 9-suite: 93 passed; 4 known missing-live-receipt failures reproduce unchanged on main
• PGIR recorded dataset suite: 34 passed
• PGIR source-chain v2 network verification: 21/21 citations verified
• PGIR targeted recovery/provider tests and board, predecessor, baseline, tokenizer, formal-plan, and task-identity validators: pass
• git diff --check: pass

PGIR-211 remains open, so its campaign worktrees are intentionally preserved; this PR lands only the validated checkpoint.
