Fill local expert content for live cities

Summary

• Add the 139-city local-expert content wave artifacts and production evidence note.
• Add a source-seeded local-expert addon generator.
• Harden content-wave validation for watch links/platforms, hashtag links, local legend confidence labels, and generated title scaffolding.

• Final readback: 141 live cities, 141 wave cities, 1,974 wave rows, 1,946 v3 expansion rows, 0 stale generated rows, 0 kind failures.

• Final source check for merged artifact: 911 sources, 899 reachable, 12 gated, 0 dead, 0 errors.
