LGTM but shouldn't we target forks/amsterdam for now? If we keep targeting forks/bogota, could we re-increase the worker counts in the Justfile that were reduced in #3665 ?

Description
Raises the
fill-pypyheap cap from 3G to 4G per worker. With the EIP-8141 frame variants of the state tests, collection through Bogota exceeds 3G and the workers die withMemoryError(seen on #3683). Locally the frames base fails collection at 3G and passes at 4G, andforks/bogotaalready passes at 3G.Related Issues or PRs
