This adds cpp to Track::CLIENT_SIDE_TEST_RUNNER_SLUGS, the list of tracks whose tests run in the student's browser on the wasm kernel. It also adds a model test for client_side_test_runner?.

Merge order

This depends on exercism/cpp-test-runner#106 being merged and published, because that publish writes cpp/latest.json. Until then the editor finds no manifest for cpp and falls back to running tests on the server, so merging this early is harmless. The editor page for cpp exercises does become cross-origin isolated straight away, because Tracks::ExercisesController isolates the edit page based on track.client_side_test_runner? and does not check for a manifest.

exercism/cpp#1050 sets test_runner: false on parallel-letter-frequency, which cannot compile in the browser. It should be merged at the same time as this PR.
