Apparentely, the devs made an "oops" and included a ROM on the demo release of the game (which prevents the player to play the classic mode).
The DLL file is located on the plugins folder, and you'll need to use the following binwalk command:
binwalk -o 802861 -Z -S -e GameSFC_Hashirehebereke_forCRTGAMES_windows_x64_Release.dll
It'll extract a file named "C402D". Add the sfc extension and you'll get a playable Hashire Hebereke ROM!
