…framework (ADR-0009, roadmap 01 Phase B step B1) Move status, retry, pagination, resources, rate_limit, namespace_scope, http_errors and metrics into crates/bindy-controller-sdk (depends on bindy-api only), re-exported from bindy under their old paths. One ReconcileError and error_policy (sdk::error) replace the copies in main.rs and record_operator.rs; requeue intervals move to sdk::requeue. bind9 no longer imports from reconcilers. finalizers (orphan rule) and context (BIND9 coupling) stay in bindy for now (ADR-0009 amended). 1609 tests pass (1605 + 4 new); no behaviour change.
