Adds a Windows MSYS2 MinGW64 build/test job to the CI matrix, using pacman-provided Vulkan headers/loader instead of the LunarG SDK. Also guards the -lstdc++fs link on GCC >= 9, since that runtime folds std::filesystem into libstdc++ and MinGW-w64/MSYS2 toolchains don't ship a standalone stdc++fs archive.
raise(SIGTRAP) was chosen for any __GNUC__ compiler, but MinGW-w64 targets Windows, which has no SIGTRAP. Use the same inline int3 trap already used elsewhere in the platform layer for non-MSVC Windows builds.
