Remove the unused direct
cfg-ifdependency frombase-proof-zk-utilsand the workspace dependency table. No source code callscfg_if!, and the workspace already requires Rust 1.96. Update the workspace and Succinct lockfiles to remove that direct dependency edge while retaining transitive users.Cargo metadata parses successfully with
--locked --offline, and a source/manifest search confirms no remaining direct uses. No full build was run for this dependency-only cleanup.Prompted by: @DaniPopes
