The commitizen dev tooling (commitizen / cz-conventional-changelog and its config block, where present) is unused: commit messages are validated by commitlint through the husky commit-msg hook, and no commit/cz script wires commitizen in. Drop the dead tooling.

Removes the unused commitizen dev tooling — the
commitizen/cz-conventional-changelogdev dependencies and theconfig.commitizenblock, whichever are present. Commit-message validation is handled by commitlint via the huskycommit-msghook; nothing wires commitizen in. Lockfile regenerated. Part of an org-wide sweep (pilot: gethinode/mod-utils#331).
