ci: upgrade ubuntu 20.04/22.04 runners to 24.04 - #833

tox's precom and mypy envs pin python3.10, which only the ubuntu-22.04 runner image had preinstalled. ubuntu-24.04 ships 3.12, so linting failed with "could not find python interpreter matching any of the specs python3.10".
