fix(grid): prevent column resize auto-scroll jumps

Summary

Fix excessively fast column resize auto-scrolling when widening a column beyond the right viewport edge.

Why

The resize handler immediately applied the raw off-screen pointer position before its auto-scroll timer ran. This could widen the column and move the viewport hundreds of pixels at once, regardless of the configured timer cadence.

Column resizing also used a separate distance-based acceleration curve, making it behave differently from column reorder auto-scrolling.

Changes

• Clamp the immediate rightward resize position to the viewport edge.
• Continue widening through the paced auto-scroll timer.
• Use the same 10px/30ms rate for column resizing and column reordering.
• Remove the resize-specific distance-based acceleration logic.
• Avoid scheduling resize auto-scroll when it is disabled or when using RTL.
• Preserve existing leftward resizing and frozen-column behavior.
• Add assertions covering:
  • Disabled auto-scroll cleanup.
  • The shared 30ms cadence.
  • Viewport-edge clamping.
  • Exact 10px column-width increments.

Validation

• Scoped Vitest: 460 tests passed.
• Changed production code has 100% statement, branch, function, and line coverage.
• Common package TypeScript --noEmit check passed.
• Prettier checks passed.
• Oxlint checks passed.
• git diff --check passed.

Comments

No public API changes were introduced. The column reorder auto-scroll behavior remains unchanged; it now shares its existing speed constants with column resizing.
