Agentic Workflows Upgrade

The gh aw upgrade command was run automatically and produced the following changes:

• .github/aw/actions-lock.json
• .github/skills/agentic-workflows/SKILL.md

Resolved. The conflict in workshop-builder.lock.yml was caused by main's update to workshop-builder.md (#1605). I merged main, recompiled workshop-builder.lock.yml to incorporate both that change and the upgraded actions-lock.json, and finalized the merge commit (9ef393e).

Done. Installed v0.82.13 (latest), ran gh aw init, and recompiled all 21 workflows. The new compiler version also enforces that gh CLI steps include GH_TOKEN in their env: — fixed 3 workflows that failed this check (guidelines-enforcer.md, workshop-author.md, workshop-skill-activity-author.md). All compile cleanly now.
