Reorders the metric pills so they read from classification → hierarchy → planning → activity:
Activity pills are ordered by importance: checks and reviews are the most actionable, reactions the least. Labels stay last as they are the widest and wrap best at the end.
If task progress (#3550, draft) lands later, it belongs right after sub-issue progress.
Adds a test asserting the order.
