Ability to update instructions for PreLoadMemoryTool #7423

Is your feature request related to a specific problem?

When using managed Memory Bank topics, the instructions injected to the prompt are hardcoded.
This means that in order to change the instructions, we will have to create a sub-class of PreLoadMemoryTool, which is not ideal

Describe the Solution You'd Like

PreLoadMemoryTool can be configurable, such that the default instructions can be overwritten.

Impact on your work

Not critical, since there's still a workaround as outlined above, but would be nice to have.

Creating a sub-class and overwriting the instruction does work, but this is something that can easily be avoided.
