Migrates the legacy Python recoverer service to Go (go/cmd/recoverer/, go/internal/recoverer/).

  • Implement core recovery handlers in Go: gcs_retry, gcs_missing (via Gitter, GCS, REST), and gcs_gen_mismatch (Datastore transaction + GCS generation match).
  • Add OpenTelemetry tracing and structured logging.
  • Add recoverer distroless build target in go/Dockerfile and update GKE/Cloud Deploy configs.
  • Remove legacy Python recoverer files, tests, and CI steps.
