Ignore graphiql-e2e in Changesets

graphiql-e2e is a private test harness, but the repository-wide privatePackages.version setting causes Changesets to version it whenever its internal dependencies change. The current release branch demonstrates this by creating graphiql-e2e@0.0.1-beta.0 and a package changelog in 5f0bcba.

This adds graphiql-e2e to the Changesets ignore list. Changesets can still rewrite its internal dependency ranges during a release, but won't version, tag, or create changelogs for the harness itself.
