Add optional-present AIGuard alignment fixture

Summary

• add a lightweight optional-present AIGuard handoff alignment fixture for the Runtime Intelligence chain
• make the local smoke copy both optional-missing and optional-present alignment artifacts
• extend the CI artifact gate and tests to validate optional_guard_evidence_types_present without treating optional evidence as required
