Add Runtime Intelligence source traceability smoke

Summary

• add a Runtime Intelligence source traceability gate that cross-checks EdgeEnv optional source metadata against the AIGuard optional-present alignment fixture
• wire the gate into the local Runtime Intelligence smoke and CI artifact gate summary
• publish the new summary artifact in the optional GitLab template and document the local-first ownership boundary
