corrected minor to major units in amount parameter for requests with no reader required. Updated the Title for Commands to follow the same endpoint/path as the rest of sub-title endpoints in the restendpoints page

suggestion: I liked it more the previous version. IMHO, the title should talk about the kind of operation while the URL it refers to should be written below. It's easier to look for an operation by checking the title than figuring it out by reading the URL.

Thanks Raul, this was a suggestion from Eze for consistency (all other endpoints show the full path) instead of a title.
