docs: update README + project state for intent-based agency, telemetry, and Python client

Updates README.md and LILA_PROJECT_STATE.md to reflect the shipped intent-based client agency, telemetry bus, browser client modularization, and Python debug client.

README.md

• Intro: mentions both clients (browser + Python) and intent-based agency
• Architecture diagram: shows both clients, intent packets (0.5 Hz), heartbeats (1 Hz), telemetry bus
• Project structure: added telemetry.py, client_harness.py, Python client tree, browser modular files
• Roadmap: moved telemetry, intent-based agency, browser modularization, Python client, and reconciliation from "near-term" to "shipped"
• Added "surrogate model + sensitivity analysis" to near-term

LILA_PROJECT_STATE.md

• Architecture diagram: updated to show both clients, intent packets, telemetry bus
• Repo structure: added Python client, browser modular files, telemetry.py, client_harness.py, intent_based_architecture.md
• Current status: reflects intent-based agency and telemetry as shipped
• Added Step 4.1 (Intent-Based Client Agency) and Step 4.2 (Telemetry) with full details
• Marked issue Telemetry emitter: config snapshot + time-series aggregates + event batching #77 (telemetry) as shipped in the Hybrid BYOM issue table
• Planning docs: added intent_based_architecture.md reference
