I don't think this PR should be merged yet, as there are probably a few PRs that should be included in 8.2.0. Would the following be the candidates? |

We can merge the other two first. As for #5720, since the previously added timezone-related notice states that its behavior will change in the next major release, we can merge it in 9.0.0 instead. |
