feat: split Project and Artifacts drawers

Summary

• split the unified Project panel into independent Project and Artifacts drawers
• add shared layered drawer behavior with stacking, focus restoration, stable Escape handling, mirrored sides, and corrected enter/exit animation
• keep Artifact resizing and persisted width while aligning its default width with Project at 520px; use the 960px narrow-screen breakpoint
• show the Project-wide Artifact count in the topbar, including zero, with a visible badge
• update OpenSpec and Thread Chat regression coverage
