fix(gates): gate on the DEED grammar, per the template and standards#837 - #78
Conversation
Mirrors `rsr-template-repo/.github/workflows/deed-validate.yml` and standards#837 step 4. No `.a2ml` document is translated and no retained-input gate is touched.

validate-a2ml.sh processes .deed files instead of reporting zero files and
succeeding, or exclude .deed files from COUNT until validator support is
implemented.
- Line 390: Update the DEED scorecard row and its associated status logic so it
does not claim an exact root `<reponame>_chora.deed` check when the predicates
only detect any recursive `.a2ml` or `.deed` file. Prefer adding a predicate
that validates the exact root DEED filename; otherwise rename the row to
indicate an A2ML/DEED manifest presence check and document the explicit
migration exception.

Do not label this job as DEED validation until the validator supports .deed.
COUNT includes .deed files, so a repository with only a .deed enters this job. Line 41 runs .github/hooks/validate-a2ml.sh, which discovers only *.a2ml, reports zero files, and exits successfully. The gate can therefore pass without validating the DEED. Extend the validator to process both extensions, or exclude .deed from this job until support exists.

Keep the K9 summary tied to the K9 condition.
This branch runs when K9_COUNT is zero. It does not test the manifest count. A repository with a valid .a2ml or .deed and no K9 contracts will receive the false message that no manifest exists. Restore the K9-specific warning, or compute a separate manifest count before writing this text.

Do not label generic manifest detection as an exact DEED check.
The predicates recursively accept any .a2ml or .deed. The scorecard can therefore show a check mark for a nested manifest or legacy 0-AI-MANIFEST.a2ml without checking the root <reponame>_chora.deed. The migration exception is explicit. Either add a separate exact-root DEED predicate, or rename the scorecard row to A2ML/DEED manifest and state that it is a presence check.

Why
The guard in
dogfood-gate.ymlcounted.a2mlfiles only:so a repo whose manifest is written in the current grammar is reported as having none, and the
summary/compliance row is skipped by the same predicate (
if find . -name '*.a2ml' ... | grep -q .).The validator itself has scanned both grammars for a while -- the caller's predicate is the bug.
Authority
rsr-template-repo/.github/workflows/deed-validate.yml(the mint source) is what this wording iscopied from, byte for byte, including
-type f-freefindand the dual-accept stance.standards#837— "DEED conversion campaign", campaign step 4: *"flip ... RSR gates from.a2mlpresence to
.deedpresence alongside". Gate predicates, not document contents.deed-ecosystem/README.adoc: "The DEED format name and.deedextension are final, not A2ML."Deliberately not done
.a2mlfile is translated or renamed. #837 makes classification into the four DEED forms andper-family mapping specs a prerequisite for mass translation; that is not this PR.
