Prepares the v2.0.0 release machinery without changing VERSION or public/numerical APIs.\n\n- Classifies exact stable and numbered RC tags from the checked-out tree's VERSION.\n- Resolves qualification and documentation VERSION values from their actual build refs.\n- Builds RC documentation artifacts while preventing Pages deployment and stable release attachment.\n- Corrects stale support/CI wording.\n\nValidation: all tools/test_*.py modules; promotion and documentation checks; CI-equivalent documentation build; workflow YAML parsing; git diff --check.\n\nAfter merge: manually dispatch Release qualification against main before creating release/v2.0.0.
