docs(controller): agent monitoring, heartbeat data, and agent IP header

Add pages for the Agents page fleet summary and filters (with the agents summary API) and for agent heartbeat data (detail page cards, reported logs, include-with-heartbeats configuration, heartbeat API, storage limits). Remove the deleted logs-dir option from the configuration reference, document the Telegraf-Agent-IP header for agents behind proxies and load balancers, and reorder the agents section navigation.

Note: TODO image placeholders will be updated before the 1.2.0 release.
