Index entries without a parts list (url + sha256 only) were assembled as empty artifacts, instant-failing every hf-publish run for them.

All 23 re-dispatched hf-publish runs failed in 0.1s: entries with a single
url+sha256(noparts) hit the parts-only path, producing an empty artifact that failed whole-file sha verification. Adds the url branch (sha-verified via_download) with tests for both the success and mismatch paths.
