Closes 11 with the measured matrix: Python ORT framing-stable at every precision; onnxruntime-node unstable at every precision including fp32 (89-101/485). Static scales do not repair it - the divergence is in the node build's kernels, not quantization. Static int8 kept open as an export-path candidate on speed (+8% vs dynamic) and sample-clean quality, gated by full-set DER.
