Use atomic JSON writes and a synchronized create operation; validate required fields and duplicates; refuse fabricated scanner results; omit token values from logs. Validation: syntax check and real HTTP create/read/restart-persistence/authentication/failure check passed with scoped Ruby 3.2.3 and WEBrick. Full Sinatra and frontend integrations remain outside this gate.

The lightweight development API discarded created gems after restart, accepted missing names/versions, and returned fabricated successful vulnerability scans. It also printed the configured bearer token.
Persist records through atomic JSON replacement under a create-operation lock, validate required fields and duplicate versions, return 501 for the unimplemented scanner, bind loopback by default, and omit token values from logs. Add an actual HTTP creation/read/restart check and Ruby 3.3 CI.
Validation: scoped Ruby 3.2.3 and WEBrick syntax check passes; real HTTP create/read, unauthorized/invalid/duplicate requests, unavailable scanner, and restart persistence all pass. No application services were mocked. git diff --check clean.
Scope: lightweight development API only. The Sinatra/SQLite deployment, full frontend mutations, sandbox and benchmark services remain unverified. Frontend build repair #1 is independent.
