feat(M15.1): add Kuchar relational-time consistency model

M15.1

Adds a separate CAT/EPT Kuchař relational-time consistency model pinned to the latest entropic-physlib-linear-full TIP 1061988e0c356075562ced1bd88758ba4922375c.

Executable target

• verifies the absolute-time constraint P_T + h = 0;
• verifies the embedding Hamilton--Jacobi residual delta S / delta X^A + h_A = 0;
• verifies the functional Schrödinger residual i delta Psi / delta X^A - h_A Psi = 0;
• checks vanishing embedding and Dirac commutator anomaly channels;
• checks Page--Wootters/Wheeler--DeWitt clock-system anti-balance;
• checks equivalence of selected clock quantizations on declared spectral invariants;
• checks embedding independence of the selected physical inner product;
• checks monotonicity of the supplied entropic clock tau_ent = S_I / hbar.
