• reconcile the active Brampton planning index with the completed eight-record production launch
• update the L2/L3 workplan to distinguish completed production prerequisites from remaining bounded verification and approval gates
• preserve Gate 0 NO-GO, deferred candidates, protected service data, runtime code, and production state
• add design/implementation records and exact validation/blocker evidence

Known validation blocker

python -m mkdocs build --strict could not be completed locally: WSL returned Wsl/Service/E_UNEXPECTED, and a process-isolated Windows fallback exceeded a bounded 304-second run. Dependencies installed successfully, but no strict-build success is claimed. CI or another stable runtime should complete that check before merge.
