sync: publish data → main

[squadscope-pr-app]

Automated sync of generated content and data subtrees from the publish branch to main.

This PR keeps main up-to-date with generated data and content from the crawl/publish pipeline.

Synced paths (required — workflow fails if missing on publish):

• data/raw/ — raw crawl data
• data/analyzed/ — weekly analysis summaries
• data/metrics/ — token usage metrics
• data/taxonomy/, data/topic-hubs/ — canonical and dynamic topic state
• content/weekly/, content/monthly/, content/yearly/ — generated Hugo pages
• content/topics/ — dynamic topic hubs overlaid onto durable seed hubs

Explicitly NOT synced:

• .squad/** — Squad memory, decisions, run counters, skills, logs, and agent histories are not authoritative on publish.

Notes:

• Publish is authoritative for replaced synced paths. Hand-edits on main to these paths WILL be overwritten.
• Topic hubs are overlaid so durable seed pages absent from publish are preserved.

Safe to merge — contains only generated data, no code changes.

Operational recovery handoff: latest-head Copilot completed at 17:26:22Z on de624ba and correctly raised a new yearly generation issue (discussion_r4250685368 / PRRT_kwDOSgq4hM6rjzzc). June evidence includes W27, but rendered June says the latest weekly report is W26; generator sentence-budget truncation appears to label last retained summary as actual latest. All 20 checks are green; merge remains blocked intentionally by this valid unresolved finding. Requires bounded source fix plus independent review and owning regeneration, not hand editing generated content. Original deterministic-order thread is fixed, evidenced and resolved. Owning sync 38281707150 attempts 1/2 both failed on immediate stale previous-head metadata; a later normal exact-head merge can recover once review passes. Queued canonical W42 dispatch 38270494467 remains waiting and was not approved/submitted; no duplicate publishing was initiated. No YouTube or Spotify W42 publication claimed.
