Fix Turkish strings in regulators and countdown banner (#516)

* fix regulators.yaml Turkish strings; update stale Mexico agency, typos and Turkey entry

* update regulators.yaml Turkish agency names; translate the ones left in English

* add Turkish names for eight countries in regulators.yaml; they showed in English

* fix Turkish countdown banner text; lead into the countdown instead of ending the sentence
