Log application component initialization

Summary

• log start, completion, failure, and elapsed time for each application component constructed during startup
• pass the application logger through the Wire-generated dependency graph
• add coverage for successful and failed initialization logs

This makes startup stalls attributable to the last component that began initialization without completing.
