Status

WIP. This PR adds the initial read-only GitHub Actions scaffolding for Dinner Bell, a docs review digest workflow.

Current scope:

• Runs from the docs repo
• Uses GitHub PRs as the source of truth
• Scans open, non-draft docs PRs for review staleness
• Produces a digest artifact for testing
• Does not post to Slack yet
• Does not modify docs, labels, PRs, or GitHub state

Next steps:

• Verify the PR scan output from the workflow artifact
• Tune filtering for ready for review, ✅ REVIEWED ✅, approvals, and recent review activity
• Add Slack webhook posting after the scan output is confirmed
• Add schedule after Slack output is verified
