A stray local config/sandbox-runner (external tool artifact, not a firstmate knob, so AGENTS.md section 2 is unchanged) blocks fm-update's fast-forward when only masked via machine-local .git/info/exclude.

config/sandbox-runnerpresent,git check-ignore -vmatches the new rule andgit statusshows clean; no other ignore semantics changed.Includes two validation-pipeline fix commits: a locale-fragile herdr prompt regex fix with tasks-axi-incompatible test skips, and a doc sync of the test-inventory skip note.
