step 3: a measurement is not red evidence #14

Two filings on one repository went out on peak-memory evidence alone (a loader allocates from the header, then the short read fails safely). The maintainer asked whether anything is read out of bounds or any output is wrong; the answer was no for both, and one sentence in a body had been carried from a journal without being reproduced. Add to step 3 (fix or opinion): a finding whose only red evidence is a measurement (memory, time, count) is a hold, never a pull request; a pull request needs a test that fails on the default branch for a wrong value, a crash or an out-of-bounds access. Add to step 6: every sentence in the body is something the agent reproduced on the fresh clone in that session.
