Closing — this is a false positive, not a real action update. `dtolnay/rust-toolchain@1.88` is not an action version pin: the tag selects the Rust toolchain to install. Bumping it to `1.100` would make the It is also not installable — Rust 1.100.0 has not been released:

dtolnay/rust-toolchain tags are Rust toolchain selectors, not action releases — `@1.88` means "install Rust 1.88". Dependabot read that as a version and opened #8 to bump it to 1.100, which would have made the "MSRV (1.88)" job install a newer compiler and silently defeat the guard. It could not even install: Rust 1.100.0 is unreleased, so the job 404'd. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
