docs: correct reviewer assignment instructions in README

Updated the contributing section to clarify that reviewers are automatically assigned via CODEOWNERS rather than requiring manual tagging. The previous instruction 'before tagging reviewers' could mislead first-time contributors into manually searching for and tagging reviewers when the bot handles auto-assignment.
