This updates both the cargo dependencies and the github actions to the latest releases.
It fixes a few linter issues that appear now on the latest toolchain.
There is now a release dry-run workflow to test the build and github release using a test tag and a draft release.
Finally, it sets up a dependabot config to simplify maintaining this crate in the future by keeping the dependencies up to date automatically.
