Simplify agent instructions so routine implementation choices and delivery can proceed autonomously. Preserve project-specific compatibility, data protection and validation constraints; authorize scoped commits, task-branch pushes and PR creation without repeated approval.
Use one shared project rule source where both Codex and Claude files exist. Remove duplicated tutorials, fixed reporting templates and stale phase approval gates.
Validation: reviewed instruction changes and passed git diff --cached --check. Only instruction files are included; application code and unrelated local edits are unchanged.
