docs: refresh scoped ecosystem adoption evidence

Goal And Delivered Outcome

The bilingual ecosystem inventory omits four concrete developments since its September 19 review. Add source-linked entries for CGC 2046's merged development workflow, NoKV's merged qualification tooling, the open VikingBot integration proposal, and Opensiro's retired research experiment. Each entry distinguishes its actual status from production adoption or independently reproduced results.

• Outcome basis: scoped maintenance of the public evidence inventory.
• Before → after: these developments were absent; both language versions now describe them with the same eight public sources and September 30 check dates. Existing entries retain their earlier review date.
• Intended base: main; no issue is closed by this update.

Scope And Continuation

• Complete within this scope: only docs/community/ecosystem-adoption.md and its Chinese counterpart change.
• No successor is needed for this update. Open upstream acceptance work remains explicitly open; the adopter directory, evidence policy and runtime behavior are unchanged.
