Purpose

Adds local allowlisted figure_audit and communication_transfer adapters, JSON-first CLI, TTY and offline HTML status presentation, tests, active contracts and usage docs. This PR is STACKED ON #154. Figure auditing is pre-render only, not backend execution or WCAG/publisher certification. Do not merge until upstream base is resolved.

• tool_cli.py: list / describe / invoke, JSON default, text for TTY, offline HTML with auto light/dark UI and escaped content
