Github Actions requires that a workflow exists on the default (master) branch to be run on any branch. Since we want to run it on the earlgrey_1.0.0 branch, we need at least an empty workflow on the master branch. Signed-off-by: Amaury Pouly <amaury.pouly@opentitan.org>
